Intranet users can go to my List Library and complete a form I have setup by selecting "New Item". However, after they have completed the entire form, and select "Close and Save", they get a message saying that access is denied. They then need to make 3 attempts before getting the message where they can send access request to me, the administrator.
After I grant them access, then they can go back to the site and fill out the form again.
