Can you be more specific?  Are you referring to change management within SharePoint?  Depending on how you architect your solution, the web part wouldnt' have to be too complex.  Otherwise, are you referring to change management within your organization, but outside of SharePoint?  In that case, perhaps the web part would be reporting on some external data source?

I don't mean to bog you down with questions.  To answer yours, no, I haven't heard of a generic change management web part, but depending on what the specs are, it may not be too tall a task to create one.
