Are you referring to change management within SharePoint?  Depending on how you architect your solution, the web part wouldnt' have to be too complex.  Otherwise, are you referring to change management within your organization, but outside of SharePoint?  In that case, perhaps the web part would be reporting on some external data source?&lt;/P&gt;&lt;P&gt;I don't mean to bog you down with questions.
